2.0.9 Begonia

This is the 9th patch in the Begonia 2.0 series.

Notable Changes

• Set image_upload_use_cinder_backend to true in cinder configuration for all storage backends that use cinder as a glance store.

• Fix an issue with keepalived VIP not moving when haproxy service is down.
